The official Bid document must be fully completed in black ink and bound. Supporting documents must be submitted separately and must be stapled or bound. Only goods and services applicable to local production and content will be considered.

Preferential Procurement Regulations, 2011 (Regulation 9. (1) and 9. (3) make provision for the promotion of local production and content. Local production content applicable to designated sectors of construction.

Only goods, works and services with a stipulated minimum threshold as applicable for local production and content will be considered. The South African Bureau of Standards approved, Technical Specification Number (SATS 1286:2011) will be used to calculate local content.

The lowest, or any tender, will not necessarily be accepted and council reserves the right to accept any tender. Tenders will be evaluated according to the Council’s Supply Chain Management Policy and the 80/20 Preference Point system.
