Tenderers must be registered with the CIDB in a class of construction works and have a grading designation equal to or higher than that determined in accordance with the sum tendered or a value determined in accordance with regulation 25 (7A) of the Construction Industry Development Regulations, 2004. It is estimated that tenderers will need a grading designation of SQ1 OR higher.

Preferential Procurement Regulations, 2011 (Regulation 9. (1) and 9. (3) make provision for the promotion of local production and content. Local production content applicable to designated sectors of construction.

Only goods, works and services with a stipulated minimum threshold as applicable for local production and content will be considered. The South African Bureau of Standards approved, Technical Specification Number (SATS 1286:2011) will be used to calculate local content.
