Langeberg Municipality hereby informs all Fibre Network Operators (FNOs), Internet Service Providers (ISPs), Electronic Communications Network Service (ECNS) licensees, contractors, developers, and other interested parties that all fibre-related wayleave applications will be processed in accordance with the Council-approved Langeberg Municipality Wayleave Policy, effective 01 July 2026.
Wayleave Application Requirements
Applications must be submitted on the prescribed Fibre Wayleave Application Form, available from Municipal Offices and the Municipal website, and must include all required supporting documentation, including but not limited to:
- Detailed route drawings showing the full extent of the proposed fibre deployment.
- Locality plans and utility service information.
- Proposed reinstatement details.
- Method statements and construction methodologies.
- Traffic Management Plans, where applicable.
- Environmental Impact Assessments and/or Heritage Impact Assessments, where required by legislation.
- Details of all required third-party approvals and proof thereof.
- Compliance statements and supporting agreements as required by the Policy.
- Information relating to infrastructure sharing or co-location, where applicable.
Application Fees
Applicants are advised that Municipal wayleave application fees are payable in accordance with the Municipality’s approved tariffs. Upon receipt of a wayleave application form, the Municipality will issue an invoice to the applicant for the applicable wayleave application fee.
Applications will only be assessed for completeness once the required documents have been submitted and payment of the prescribed application fee has been received. Wayleave application fees are non-refundable.
Processing of Applications
Complete applications must be submitted to the ICT department – This email address is being protected from spambots. You need JavaScript enabled to view it.. The Municipality will acknowledge receipt and advise within five (5) working days whether the application is complete or requires additional information.
Fibre wayleave applications will generally be processed within 30 working days from the official submission date. Where additional assessment time is required, applicants will be notified in writing, and the processing period may be extended by a maximum of a further 30 working days.
Important Notice
No excavation, trenching, installation, maintenance, or related fibre works may commence within the Municipal area without an approved wayleave permit issued by Langeberg Municipality. The Municipality’s approved tariffs include penalties for non-compliance or damage to infrastructure.
