The Constitution of the Republic of South Africa states that every citizen has the right to access adequate housing and that the state must take reasonable legislative and other measures within its available resources to achieve the progressive realization of this right.

Though housing is a National and Provincial mandate Langeberg Municipality continues to collaborate with these spheres of government to find amicable solutions to address its housing backlog.

The municipality facilitates the development of sustainable regional land use, economic, spatial and environmental frameworks that will support and guide the development of a diversified, resilient and sustainable district economy.

Langeberg Municipality indicated 13 887 applicants on the Housing Database on 30 June 2024.

GOVERNMENT HOUSING SUBSIDY OPTIONS:

HELP ME BUY A HOME: FLISP PROJECT

The First Home Finance / FLISP programme is a housing subsidy for first-time home buyers to assist with purchasing a home.  If your household income is between R3 501 to R22 000 per month, and you meet all the qualifying criteria, you may use this subsidy to purchase your first home. 

This subsidy can be used to :
  • Buy an existing house / apartment. 
  • Buy a serviced residential site (i.e. plot with access to basic services - Applicants must be registered on the Western Cape Housing Demand Database).
  • Build a house on serviced residential site, if the site was not acquired through a government housing subsidy in the past. Note that your builder must be registered with the National Home Builders Registration Council (NHBRC) to ensure building and safety standards.

SQUATTING DOES NOT EARN YOU A HOUSING OPPORTUNITY

It is important to know that land invasion/ illegal squatting, does not automatically guarantee you a housing opportunity. The current housing backlog currently stands at 9 469 and grows daily. Langeberg Municipality makes use of its Housing Allocation and Selection Policy in allocating housing opportunities.

Only registered applicants on the housing database will be considered. So, squatting will not guarantee anyone a prioritised allocation ahead of someone on the waiting list. According to the latest housing allocation regulation priority will be given to the aged (60 and above), disabled and military veterans. Residents in need of housing can register themselves at the nearest housing office by completing a housing application form.

Law Enforcement Officers play a crucial role in maintaining order and safety in our communities.

In the Langeberg municipal area, there are six Law Enforcement Officers who are responsible for enforcing the Langeberg Municipality’s by-laws. These officers work tirelessly to ensure that citizens are abiding to by-laws and regulations put in place to ensure effective service delivery and cooperative communities.

Law Enforcement Officers also work closely with different government organizations, such the South African Police Service. By collaborating with other organizations, they can effectively address issues related to crime and public safety.

Our by-laws provide procedures, methods and practices to regulate issues around

  • Selling liquor,
  • Informal trading,
  • Municipal land use planning,
  • Integrated zoning scheme like operating a business in a residential area,
  • Supply of electricity,
  • Supply of irrigation water,
  • Use of sewerage and sanitation services,
  • Utilization of streets,
  • Noise complaints,
  • Keeping of animals,
  • Pound use,
  • Control of cemeteries,
  • Hosting of events,
  • Use of public amenities,
  • and the preservation of the environment like air quality and
  • Integrated waste management to mention a few.

The top complaints reported to Law Enforcement Officers is about Illegal Hawkers. These are people who sell goods on the street without a permit, which is against the law.

Law enforcement officers have the power to confiscate goods, issue compliance notices and fines, and shut down illegal operations where by-laws are infringed upon.

Their functions and responsibilities are varied, and they must have certain requirements and skills to effectively serve their communities. Their functions and responsibilities include maintaining safety and security through the application of laid-down policing, protection, and rescue procedures, attending to processes aimed at ensuring compliance with laws, by-laws, and regulations. Law Enforcement Officers also attend to documentation and notification procedures, serving of summons, compliance orders, executing warrants of arrest, and preparing statements. They undertake specific activities during disasters and emergency situations, complete specific reports, statutory documentation, and registers, and attend to the application of specific maintenance sequences with respect to equipment and vehicles. It is important for law enforcement officers to keep abreast of the latest legislative changes, developments, and emerging trends in the profession to effectively serve their communities.

Load Shedding

The Load shedding status can change at any time, we urge residents to use the following steps to determine when load shedding may occur in their area.

STEP 1. Determine the stage of load shedding, by listening to the radio, news or frequently visiting the Eskom website: http://loadshedding.eskom.co.za/ 

STEP 2. Download the full Eskom  Load-shedding Schedule for Langeberg Municipality (Stage 1-8) , to determine the times that your area will be affected.

Langeberg Municipality is aware of the condition of the roads within our municipal area and has been working on solutions to attend to the matter.

Due to the huge backlog in funding for the resurfacing and rehabilitation of our roads, there is an increase of potholes, especially during the rainy season. The much-needed rain not only makes it difficult to fix roads, but the wet conditions also contribute to further deterioration of the road surface.

One of the short-term solutions is to repair the potholes and clean stormwater channels in the towns according to a Pothole Repair Programme.

POTHOLE REPAIR PROGRAMME

During this time of the year, we temporarily repair potholes by filling them with a stabilised mixture, to ensure road surface remains in a drivable state as much as possible.

The more permanent fixing of potholes will be done as the weather permits.

Langeberg Municipality urges the community to log complaints of potholes, uneven road surfaces, damaged pavements and road signage to the 24/7 customer call centre. Reported potholes will be added to the Potholes Repair Programme. Roads with high volume of traffic are prioritised. All potholes reported will receive attention according to the programme.

The civil works team do their best to stay on schedule, but it is subject to the weather and other urgent matters that require the team’s attention such at pipe bursts, stormwater issues and breakdowns among other things.
