ESTABLISHMENT OF THE LANGEBERG COMMUNITY SAFETY FORUM

On May 16, 2023, a group of concerned residents in the Langeberg Community called for a meeting to address safety issues.

The Langeberg Safety Steering Committee was formed, consisting of staff from the Municipality and residents from the area. Each of them contributing their knowledge, skills, and abilities to the table, for the enhancement of safety in the municipal area.

The committee conducted an extensive safety audit in all five towns of the Municipality, focusing on key priorities to make Langeberg a safer place. During this time, the Steering Committee was joined by Mr. Justin Lottring and Mr. Sinalo Mapoko from the Police Oversight and Community Safety (POCS), responsible for establishing Community Safety Forums within various municipalities.

After an intensive 5 months of strategizing and hard work, the Safety Indaba was held on November 29, 2023 attended by various government departments, local business owners, tourism, and NGO’s. The Indaba paved the way for a well-accepted concept and Safety Plan, which ended the duties of the Steering Committee in its original form.

In 2024, the planning of the establishment of the Langeberg Community Safety Forum began, with the LCSF launched on February 15, 2024.

The first meeting of the forum was held on May 3, 2024, establishing three clusters: Law Enforcement, Social Cohesion, and Environmental/Urban Design.

An induction and onboarding training was facilitated by Mr. Justin Lottring from POCS on June 14, 2024, providing clear objectives and understanding of their respective Clusters' responsibilities.

The successful implementation of the Langeberg Community Safety Forum can be attributed to the committed residents, support from the Langeberg Municipality and its officials, the MMC for Safety, an involved and dedicated Municipal Manager, and a community with a shared goal.

Open and transparent communication among Forum members has led to the graduation and appointment of 19 Peace Officers for the Langeberg Municipality.

Housing

Housing

The Constitution of the Republic of South Africa states that every citizen has the right to access adequate housing and that the state must take reasonable legislative and other measures within its available resources to achieve the progressive realization of this right.

Though housing is a National and Provincial mandate Langeberg Municipality continues to collaborate with these spheres of government to find amicable solutions to address its housing backlog.

The municipality facilitates the development of sustainable regional land use, economic, spatial and environmental frameworks that will support and guide the development of a diversified, resilient and sustainable district economy.

Langeberg Municipality indicated 13 887 applicants on the Housing Database on 30 June 2024.

GOVERNMENT HOUSING SUBSIDY OPTIONS:

SQUATTING DOES NOT EARN YOU A HOUSING OPPORTUNITY

It is important to know that land invasion/ illegal squatting, does not automatically guarantee you a housing opportunity. The current housing backlog currently stands at 9 469 and grows daily. Langeberg Municipality makes use of its Housing Allocation and Selection Policy in allocating housing opportunities.

Only registered applicants on the housing database will be considered. So, squatting will not guarantee anyone a prioritised allocation ahead of someone on the waiting list. According to the latest housing allocation regulation priority will be given to the aged (60 and above), disabled and military veterans. Residents in need of housing can register themselves at the nearest housing office by completing a housing application form.

PLEASE REPORT ILLEGAL SQUATTING

To help stop land invasion, please report any new structures being built to the 24/7 Call Centre at 0860 88 11 11 / 023 615 2219.

ACCESS HOUSING SERVICES FROM YOUR MOBILE DEVICE

Previously you had to go to your nearest Municipal office in order to register or update your details on the Housing Needs Register. Now you can update or register from anywhere, anytime on the WCG APP, using your mobile device.

Download the WCG APP, create your profile and access housing services to register or update your information on the housing needs database.

Law Enforcement

Law Enforcement

Law Enforcement Officers play a crucial role in maintaining order and safety in our communities.

In the Langeberg municipal area, there are six Law Enforcement Officers who are responsible for enforcing the Langeberg Municipality’s by-laws. These officers work tirelessly to ensure that citizens are abiding to by-laws and regulations put in place to ensure effective service delivery and cooperative communities.

Law Enforcement Officers also work closely with different government organizations, such the South African Police Service. By collaborating with other organizations, they can effectively address issues related to crime and public safety.

Our by-laws provide procedures, methods and practices to regulate issues around

  • Selling liquor,
  • Informal trading,
  • Municipal land use planning,
  • Integrated zoning scheme like operating a business in a residential area,
  • Supply of electricity,
  • Supply of irrigation water,
  • Use of sewerage and sanitation services,
  • Utilization of streets,
  • Noise complaints,
  • Keeping of animals,
  • Pound use,
  • Control of cemeteries,
  • Hosting of events,
  • Use of public amenities,
  • and the preservation of the environment like air quality and
  • Integrated waste management to mention a few.

The top complaints reported to Law Enforcement Officers is about Illegal Hawkers. These are people who sell goods on the street without a permit, which is against the law.

Law enforcement officers have the power to confiscate goods, issue compliance notices and fines, and shut down illegal operations where by-laws are infringed upon.

Their functions and responsibilities are varied, and they must have certain requirements and skills to effectively serve their communities. Their functions and responsibilities include maintaining safety and security through the application of laid-down policing, protection, and rescue procedures, attending to processes aimed at ensuring compliance with laws, by-laws, and regulations. Law Enforcement Officers also attend to documentation and notification procedures, serving of summons, compliance orders, executing warrants of arrest, and preparing statements. They undertake specific activities during disasters and emergency situations, complete specific reports, statutory documentation, and registers, and attend to the application of specific maintenance sequences with respect to equipment and vehicles. It is important for law enforcement officers to keep abreast of the latest legislative changes, developments, and emerging trends in the profession to effectively serve their communities.

We urge the community to report unlawful matters to the 24/7 Call Centre.
