BY–ELECTIONS: WARD 04 LANGEBERG LOCAL MUNICIPALITIES
The Electoral Commission (IEC) – Western Cape will conduct by-elections on Tuesday, 03 February
2026, in Ward 04 of Langeberg Local Municipality (Bonnievale).
The by-elections will take place on a Tuesday because of statutory timelines triggered by the
vacancies, which require the Commission to set an election date within a prescribed period, even if
this differs from the usual Wednesday voting day.
The vacancy in Langeberg Ward 04 arose from the resignation of the ward councillor.
Ward 04, Langeberg Local Municipality:
A total of four (4) candidates will contest the by-election:
1. African National Congress (ANC): James Noble
2. Democratic Alliance (DA): Daniël Barranor Baadjies
3. Patriotic Alliance (PA): Moses Plaatjies
4. Truth and Solidarity Movement: Jason Carlton Matthys
There are 4 385 registered voters in Langeberg’s Ward 04. Only voters whose names appear on the
eligible section of the Voters’ Roll for Ward 04 may participate in the by-election.
Special Votes – Monday, 02 February 2026
Special Votes will be administered on Monday, 02 February 2026, from 08h00 to 17h00, for voters
who applied and were approved.
Approved voters may cast their special votes at the voting station.
Voters approved for home visits due to health-related confinement will be visited by IEC
officials at their places of residence between 08h00 and 17h00.
Voting Day – Tuesday, 03 February 2026
The voting stations will open at 07h00 and close at 21h00. Voters who are in the queue at 21h00
will be allowed to vote.
Each voter must present one of the following valid identity documents:
Green barcoded ID book
Smart ID card
Temporary Identity Certificate (TIC)

The Electoral Commission encourages all eligible voters in Ward 04 of Cederberg and Langeberg
Local Municipalities to participate in the by-elections and exercise their constitutional right to vote.
Voting is one of the most effective ways for individuals to influence public policy, and all eligible
voters should participate. The Commission reiterates its commitment to delivering elections that
are free, fair, and credible.
The IEC further calls on political parties, independent candidates, party agents, and supporters to
uphold the Electoral Code of Conduct to ensure an environment conducive to free and fair
elections.
