CALL FOR COMMENTS OR REPRESENTATION ON LONG-TERM USE OF THE REGIONAL LANDFILL FACILITY
The Cape Winelands District Municipality together with the Langeberg Municipality and Witzenberg Municipality, in terms of the provisions of Section 33 of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003) (MFMA), hereby makes it public that it will conclude a contract for the long-term use of the regional landfill facility situated on the remainder of Erf 28007 in Worcester, from the date of commissioning of Cell 1 of the regional landfill facility until the end of the useful life of the regional landfill facility, subject to approval from the respective Municipal Councils in terms of Section 33 of the MFMA.
The Cape Winelands District Municipality will enter into the contract with Breede Valley Municipality, Langeberg Municipality and Witzenberg Municipality for the long-term use of the regional landfill facility situated on the remainder of Erf 28007 in Worcester. The duration of the Regional Waste Disposal Site is estimated to be twenty-five (25) years, although this period could be longer depending on the assessment of the lifespan of the Regional Waste Disposal Site. The contract will be entered into for a period of eight (8) years, which is the estimated lifespan of Cell One.
The regional landfill facility will be owned and operated by Cape Winelands District Municipality.
The contract will be considered by the Municipal Council of the District and each participating Municipality at their respective Council meetings to be held during April 2026 at their respective municipal offices as listed in the Information Statement. Notice is hereby further given in terms of Section 21 and 21A of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000) that the local communities and affected parties are invited to submit comments or representations on the long-term contract.
The contract and an Information Statement summarising the participating Municipality’s obligations in terms of the contract can be inspected at the various Municipal Offices that have been listed below during official office hours or accessed on each Municipality’s official website from 19 February 2026. Public representations, inputs and comments for the long-term use of the regional landfill facility, if any, must reach the Municipal Offices before 12:00 on Friday, 13 March 2026.
All enquiries and any person who cannot read or write, people living with disabilities and people from disadvantaged groups who are unable to submit written comments for the long-term use of the regional landfill facility, may seek assistance from the persons indicated below, to have their input or comments recorded and submitted.
