What is the Continuous Population Survey – Household Survey Programme Redesign (CPS-HSPR) Frame Update?
Statistics South Africa (Stats SA) will be conducting the Continuous Population Survey – Household
Survey Programme Redesign (CPS-HSPR) Frame Update project from 15 May 2025 to 15 September
2025.
The aim of the CPS-HSPR project is to provide a respondent- and user-centric survey model that will
collect reliable and accurate information from households at sampled dwelling units on various
population and social statistical themes at the subprovincial level between censuses.
The frame update phase of the CPS-HSPR project will allow Stats SA to update its Master Sample frame in order to have an updated and accurate frame that can be used for current and future surveys.

Who are we?

Stats SA is the only organisation in South Africa that collects, produces and releases official statistics on the country’s population, social and economic issues.
The Statistics Act (Act No. 6 of 1999) allows us to collect information from people such as yourself,
businesses, or administrative sources provided by other government departments, such as Home
Affairs.
This information is used for planning, decisionmaking, monitoring and the assessment of policies by government, businesses and other institutions.

Need for accurate information

Accurate information allows for proper service delivery in the areas where it is needed.
You are legally obliged to provide Stats SA fieldworkers entry to your premises and to answer their questions truthfully.

The Stats Act places a number of obligations on citizens, the organisation and our fieldworkers, and also outlines the penalties for non-compliance with the Act.
Make sure that you understand your responsibility in terms of the Stats Act and play your part in building a South Africa that we can all be proud of.

How to identify a Stats SA Fieldworker

Our field staff can easily be identified through the Stats SA ID cards, Stats SA caps and Stats SA bibs they will be wearing.
Should you wish to verify the authenticity of any Stats SA representative working on the CPS-HSPR project or have any questions regarding the project, please contact the Provincial Field Operations Director listed below.

The Stats Act and you
Section 16: Duty to answer questions

• Fieldworkers may ask you and any other household members questions related to your household and your living conditions. You have a legal obligation to answer these questions truthfully.
Section 17: Confidentiality and disclosure
• Our fieldworkers have a legal obligation to keep your information confidential and may not
discuss this with any unauthorised person(s).
• Once your household’s information is captured, no one will be able to see where the information
came from.
Section 18: Offences and penalties
• Staff found guilty of breach of confidentiality can be fined up to R10 000 or jailed for six months
(or both).
• If you refuse an employee entry to your premises (section 15) or refuse to answer questions (section 16), you can be fined up to R10 000 or jailed for six months or both.

Protection of Personal Information (Act No. 04 of 2013) (POPIA) Section 3 of the POPIA provides that the POPIA may not be interpreted in a manner that prevents any public or private body from exercising its powers and duties in terms of the law, insofar as that law relates to the processing of personal information.

This means that you may not refuse to participate in the Continuous Population Survey – Household Survey Programme Redesign project by relying on the POPIA as this will prevent Stats SA from exercising its powers and duties in terms of the Statistics Act, and you will be contravening section 16 (2) of the Statistics Act.

What will the Frame Update process entail?
A Listing and Publicity Officer (LPO) will visit sampled communities in order to update and maintain the Geographical Information Frame (GIF).
The LPO will navigate to each address/dwelling using a Mobile Mapping Application to capture and update every structure located within the yard/stand they have navigated to.

a) The Listing and Publicity Officer (LPO) will navigate to the sampled communities and address using the Mobile Mapping Application.
b) Once at the selected address, the LPO will conduct publicity and establish rapport with the
respondents.
c) Once access has been granted to conduct the Frame Update activities, the LPO will inspect the
structures within the yard and gather more information (if needed) on the living arrangements
and usage of the different structures.
d) The LPO needs to ensure the capturing of contact details for every dwelling recorded. These contact details include the name, surname and contact number of the person providing the necessary information.
