EXECUTIVE MAYOR TABLES ROLLOVER ADJUSTMENT BUDGET FOR 2025/26
The Executive Mayor has officially tabled the Rollover Adjustment Budget for the 2025/26 financial year, following Section 28(2)(e) of the Municipal Finance Management Act (MFMA). This adjustment incorporates critical projects that were not completed in the previous financial year and are now being rolled over for implementation.
The Mayor emphasised the importance of compliance with the Municipal Budgeting and Reporting Regulations, noting that the adjustments must be approved by Council by 25 August 2025. These adjustments ensure that unspent funds from the 2024/25 financial year are reallocated to priority projects that support infrastructure development and service delivery.
Key Highlights of the Adjustment Budget:
- Total Capital Expenditure Adjustment:
Increased from R136,175,651.87 to R174,331,472.71, reflecting a boost of R38,155,820.84. - Major Projects Include:
- Replacement of siphon pipeline from Robertson Canal to Gumgrove Dam (R5 million)
- Water pipe replacement in Bonnievale (R7.6 million)
- Ashton road upgrades (R11.1 million)
- Construction of a new netball court at Zolani sports field (R535,031)
- ICT infrastructure upgrades and digital radio network expansion
- Revenue Adjustments:
- Operating revenue increased to R1,182,091,000
- Total revenue, including capital transfers adjusted to R1,242,379,000
- Expenditure Adjustments:
- Total expenditure revised to R1,241,541,000
- Overall budget expenditure now totals R1,415,872,472.71
The Mayor confirmed that all rolled-over items will be integrated into the revised Service Delivery and Budget Implementation Plan (SDBIP) for 2025/26, which will be submitted to Council in September 2025. These projects will serve as key performance indicators to ensure transparency and accountability.
