LANGEBERG MUNICIPALITY ENCOURAGES USE OF INDEPENDENT AND ANONYMOUS ETHICS AND FRAUD HOTLINE
It is the responsibility of all residents, councillors and employees to immediately report all allegations or incidents of fraud and corruption.
Langeberg Municipality remains committed to promoting ethical conduct, accountability and good governance through its independent and anonymous Ethics & Fraud Hotline, managed by Advance Call, an independent third-party service provider.
This Ethics and Fraud Hotline provides employees, residents, service providers, and other stakeholders with a safe, confidential, and anonymous platform to report suspected fraud, corruption, unethical conduct, and any other irregularities within the Municipality.
Matters that may be reported through the hotline
Forgery, falsification of documents or claims, identity theft and misrepresentation.
- Bribery, corruption, collusion, and contract or procurement irregularities.
- Theft or unlawful removal of municipal property.
- Harassment, discrimination, intimidation, abuse of authority or misuse of municipal resources.
- Favouritism, nepotism and conflicts of interest.
- Any other suspected unlawful, unethical or irregular conduct.
How to report:
The Advance Call (Ethics and Fraud Hotline) toll-free number operates 24 hours a day, 365 days a year and is answered by an agent. All other channels are monitored during office hours. The Langeberg Municipality Ethics and Fraud Hotline supports reporting of, and attends to disclosures submitted via the following channels:

Protection of Disclosures
Individuals who report suspected fraud, corruption, unethical conduct, maladministration, or other irregularities in good faith are protected under the Protected Disclosures Act, 2000 (Act 26 of 2000), as amended. The Act protects against occupational detriment or retaliation resulting from making a protected disclosure.
However, individuals may choose to provide their contact details to Advance Call and be assured that their identity will remain confidential. This enables Advance Call to obtain additional information if required, improving the effectiveness of investigations.
Contact ‘Advance Call’ 24 hours a day, 7 days a week, 365 days a year
- The disclosure will be captured by Advance Call and will be reported to a recipient within Langeberg Municipality in order for the matter to be investigated internally.
- The whistleblower can at any time enquire about the status of a disclosure and possible further steps taken, as well as provide more information and/or evidence.
- Advance Call will be able to contact the whistleblower to obtain more information, if needed.
- Disclosures are thoroughly investigated and concluded.
