LANGEBERG MUNICIPALITY WELCOMES NEW CHIEF AUDIT EXECUTIVE

Langeberg Municipality is pleased to announce the appointment of Mr Bheki Magongo as Chief Audit Executive, reporting directly to the Municipal Manager.

Effective 1 April 2026, Mr Magongo took charge of leading the Internal Audit Unit, providing strategic direction and independent assurance on governance, risk management, internal controls, business continuity, performance management auditing, and compliance processes across the municipality. His responsibilities include overseeing internal audit functions, evaluating the effectiveness of financial and operational controls, and monitoring compliance with applicable legislation, policies, and regulatory frameworks, and supporting sound governance and accountability throughout the organisation.

He will also be responsible for the development, implementation, and monitoring of risk-based internal audit plans, strategies, systems, and performance measures aligned with the strategic objectives of the municipality.

Central to his role is strengthening accountability, promoting good governance, and supporting effective oversight to ensure sound financial and operational management throughout the municipality. He will further support management through practical recommendations aimed at strengthening internal controls, improving organisational performance, and enhancing service delivery processes.

Mr Magongo holds a Certified Internal Auditor (CIA) designation from the Institute of Internal Auditors South Africa (IIA SA), a Postgraduate Diploma in Internal Auditing from the University of South Africa (UNISA), and a Bachelor of Accounting Science (BCompt) degree from Walter Sisulu University.

He brings 17 years of auditing experience, including 15 years in internal auditing, with expertise in assurance and consulting roles related to governance, internal controls, compliance, performance management auditing, and risk management. He also has more than nine years of management experience in local government, with in-depth knowledge of the public sector regulatory environment, including the Municipal Finance Management Act (MFMA), Public Finance Management Act (PFMA), Treasury Regulations, and governance frameworks.

Mr Magongo previously served as a Trainee Auditor in the Western Cape Provincial Government, where he assisted with the planning and execution of audit assignments for MFMA and PFMA audit cycles. He later served as Assistant Director: Internal Control and Pre-audit at the Western Cape Department of Community Safety, where he managed audit planning, compliance testing, and performance management audits. Most recently, he served as Head of Internal Audit at Elundini Local Municipality in the Eastern Cape, where he managed the internal audit function, governance processes, and risk-based audit activities.
