Thusong Service Centres are one-stop centres providing integrated services and information from government and other civil society groups, to communities close to where they live.

The Thusong Service Centre programme was initiated in 1999 to extend government service in an integrated manner. Each centre is different in size and services offered.

REBATE PACKAGES OFFERED BY THE MUNICIPALITY:

  • Pensioners - with the following total monthly household income may qualify in terms of councils policy for a rebate on residential property.
    • 60% for total monthly household income of R0,00 - R 4 400,00
    • 50% for total monthly household income of R4 400,00 - R7 000,00
    • 40% for total monthly household income of R7 000 ,00 - R8 500,00
  • Indigent households - residential consumers with a combined monthly household income of less than R 4 400
  • The first R 80 000,00 in respect of property used exclusively for residential purposes or multi purpose where one component is used for residential purposes. is exempt from property rates.

INDIGENT SUBSIDY:

The Langeberg Municipality's budget makes provision to provide the essential services to 7000 qualifying indigent households that are exempted from paying rates.

Beneficiaries of the subsidy receive the following for free:

  • the first six (6) kiloliters of water
  • the first 50 kilowatt-hours of electricity per month
  • subsidy equally to the charges for  one (1) waste collection and sewerage per month

Qualification criteria:

  • Applicable to households on residential property
  • Own only one property
  • Only the account holder may apply
  • Full-time occupant of the residential property or where the registered owner is unable to occupy the property
  • Joint household income must not exceed R4 400.00 per month

The indigent grant will be withdrawn from any person who:

  • Runs a spaza shop illegally from the premises receiving subsidy
  • Allows illegal electricity connections to the premises receiving an indigent grant
  • Subleases the premises receiving an indigent grant, which means that the applicant is not personally occupying the premises

How to apply for a business license

If you are operating a formal or informal business in the Langeberg municipal area, you must be in possession of a Business License, in terms of the Business Act, 1991 (Act 71 of 1991). 

Obtain a Business license application form from Ms Thandeka Danti who can be contacted by email:

The application form must be completed, and the applicable levy paid. The completed application and proof of payment must be submitted to Ms T Danti.
The application will be circulated for comments and if the premises are compliant, your Business License will be issued within 21 working days.
If there are any outstanding matters, the business license will only be issued once all issues have been addressed.

The following businesses are exempt from obtaining a business license:

  • Business operated by the state or municipality (e.g.: municipal canteen) 
  • Business operated by a charitable, religious, educational, or cultural institution, agricultural organization, only if all the profits are solely devoted to the purposes of that organization (e.g., school tuck shop, church bazaar)
  • The informal traders selling clothing, flowers, haberdashery, fruit and vegetables from an approved informal trading area.
  • All other formal and informal businesses not mentioned above.

Both formal and informal businesses trading with food and perishable foodstuffs MUST be in possession of both a Business License, and a Certificate of Acceptability from the Cape Winelands District Municipality. This is to ensure that the premises comply with health standards.

How to apply for an event

All events in the Langeberg Municipal area has to go through an application and approval process to ensure the event is safe for the public and comply to the municipality's Events By-law. Event applications need to be submitted at least two months prior the date of the event. The following steps will guide you through how the process works.

  • Contact the municipality regarding a proposed event in the Langeberg Municipal area.
  • Determine if the proposed activity is regarded as an event in terms of our Event By-law (Click here to read the Event By-Law).
  • If it determined that your event needs to follow the application process, an application form will be made available to complete.
    Once complete application, relevant document and proof of payment is received, and checked for completeness in terms of the Event Requirements document (Click here to download all the related application forms).
  • After completing all relevant application forms, please submit them to the following email address:  This email address is being protected from spambots. You need JavaScript enabled to view it.
  • The complete application is sent to all Event Evaluation Team members to provide inputs. Clarity on comments / concerns are taken up with the event organizer. The comments are then included in a letter detailing the application outcome which is submitted to the Municipal Manager for review and signature.
  • Once the Municipal Manager reviewed and signed the letter, it is forwarded to the applicant to inform them of the application outcome.

    How to apply for tourism road signage

    All tourism related road signage must comply with the South African Road Traffic Signs Manual in accordance with the National Road Traffic Act, 1996 (Act 93 of 1996). The Tourism Official is the only point of entry in the Langeberg Municipal area for Tourism Road Signage applications.

    • The requested signage must comply with the warrants as set out in the South African Road Traffic Signs Manual. If the requested signage complies with the warrants, a site visit will be arranged.
    • During the site visit the Tourism Official will go through the application forms and explain what is needed from the applicant.
    • The applicable application fee must be paid to Langeberg Municipality and the receipt attached to the completed application in order for application to be processed.
    • The completed application must then be submitted to the Tourism Official to ensure that the application is complete and correct. Copies of the necessary documentation to be attached.
    • After submission the application is reviewed by the Town Planning Department: Langeberg Municipality in order to be submitted to the Regional Tourism Liaison Committee (RTLC).

      If the application complies with all the warrants and is signed off by the Town Planning Department: Langeberg Municipality, then only is it submitted to the Regional Tourism Liaison Committee (RTLC) where it is discussed and approved/rejected. These meetings are held every second month and are attended by the Tourism Official.

      The Provincial Roads Engineer will inform the applicant of the outcome in writing. If approved, the Provincial Roads Engineer will provide the exact specifications for the signage and the list of accredited manufactures.
      Signs may only be manufactured by an accredited manufacturer and may also only include the symbol/s which have been approved.
      Signs that do not conform to the specified designs will not be erected.
      All costs are for the applicant.
      Unauthorized advertisements or "illegal" tourism road signage, applicable to a specific property, will negatively affect an application.


      How to register on the EPWP database

      EPWP offers short-term and medium-termwork opportunities for those who are unemployed or unskilled.

      • Are you unemployed and over the age of 18.
      • People with disabilities are encouraged to register.
      • Simply submit the application form with a copy of your South African ID document and CV at your nearest municipal office. 

        How to become an Informal Trader

        Informal trading is controlled by the municipality. Informal traders are required to get trading permits and may only trade in specified areas.

        First-time traders must bring the following documentation to the Langeberg Municipality, Commando Office, 04 Church Street, Robertson:

        • Before considering an application, the municipality would be informed of the type of trading goods that the applicant intends to sell or the services that the applicant intends to render, bearing in mind the existing businesses in that trading area.
        • South African citizens must have proof of ID or an ID Smart Card.
        • Foreigners must have a passport and a valid work permit.
        • We check to see which stalls are available.
        • Payments and trading permits are done at the cashiers.
        • We advise the traders to always keep their permits with them when they are trading, as Law Enforcement officers does regular check-ups.
        • Traders selling meals or perishable food must have a health certificate, which is obtainable from Cape Winelands District Municipality.

        • Mark Street, Montagu
        • Main Road, Bonnievale

        Tariffs:

        • Daily or monthly rates apply to book your plot.
        • Monthly traders book permits at the end of each month for the new month.
        • Daily traders book permits 1-2 days before business.

        Requirements to operate a spaza shop

        Spaza shop applications in Langeberg Municipality are evaluated in terms of the Langeberg Spaza Policy, April 2015 (Council Resolution A3108) which includes the following:

        Ownership and Structure: The spaza shop must be operated by the property owner, a family member, or a legal tenant residing on the property. The structure must be authorized and enhance the residential neighbourhood without compromising safety, welfare, or aesthetics. No application may be made for a spaza shop on a site which is in the ownership of the municipality or the State.

        • Application Completeness: The application must be fully completed with all supporting documents, including a site plan, proof of ownership, copies of ID documents, and the prescribed application fee.
        • Advertising and Notification: The application must be advertised, and written notices must be sent to surrounding property owners for their comments. Proof of such notification must be recorded.
        • Health and Building Compliance: The application must be reviewed by the District Health Inspectorate, Building Inspectorate, Ward Committee, and SAPS. These entities must provide reports on compliance with relevant legislation and their recommendations.
        • Site Inspection: The Town Planning Department must conduct an on-site inspection and prepare a report and recommendation.
        • Council Decision: The application is considered by the Council or its delegated authority, with specific regard to the requirements outlined in Sections 4 and 5 of the policy.

        How to do business with a municipality

        If you are interested in doing business with Langeberg Municipality and the South African government, you can register as a prospective supplier on the Central Supplier Database (CSD) website at csd.gov.za/Account/Login.

        The CSD website also hosts the E-Tender Portal, which provides suppliers access to business opportunities.

        Existing suppliers and service providers must regularly update their details and documentation on the CSD.

        For assistance with registration and accessing the CSD website, prospective suppliers can visit the Municipal Libraries or Thusong Centre.

        Solid Waste Management

        Solid Waste Management

        The Municipality is responsible for a healthy, clean and safe environment. We are responsible for the collection and disposal of waste, area cleaning, street cleaning, preventing waste and pollution, and minimising waste in the Langeberg municipal area.

        Solid Waste Management is made up of the following services: 

        Cleansing:

        We ensure the cleanliness of Langeberg's streets and public places.

        Services include:

        - Provision and servicing of public street bins.
        - Picking up litter and clearing illegal dumping.
        - Removal of animal carcasses from public areas and roadways.
        - Cleaning informal trading areas.
        - Overseeing and/or facilitating various cleaning programmes.


        Refuse collection service:

        We provide 240ℓ wheelie bins to property owners upon application and empty these bins, and collect waste bags from formal homes, every week. Place your bin on the pavement in front of your property by 07:45 on your weekly scheduled waste collection days. Placing your garbage out the day before could result in a fine.

        Select your town of residence to see the daily waste collection schedule.

        Other services include:
        - Ad hoc removal of garden refuse.
        - Collect recyclables in all areas.
        - Participate in the mobile Swop-Shop project.
        - Provide refuse removal services at events.


        Waste disposal activities:

        The Solid Waste Management department ensures legally compliant, responsible, and environmentally acceptable waste management.

        Services include:
        - Chip green waste for composting
        - Handle and process recyclable waste at the Ashton Material Recovery Facility.
        - Transport waste from transfer stations to waste disposal and composting facilities.


        Drop-off and transfer stations:

        Residents can use our facilities to drop off any non-hazardous waste that cannot be managed through the weekly scheduled waste collection service. Vehicles with a maximum carrying capacity of 2m³ can enter the facility once per day.

        Composting:

        We ensure a controlled microbial composting (CMC) process. Compostable materials that provide both carbon and nitrogen include leaves, straw, plant pruning, grass cuttings, sawdust, and vegetable garden waste.

        - USDA certified organic fertilizer can be purchased from Langeberg Municipality and is suitable for use by organic growers.
