Tenders are hereby requested for the THIRD-PARTY VENDING SERVICES FOR A PERIOD OF THREE (3) YEARS as specified in the bid document. 
Completed Bids, in sealed envelopes, clearly marked “TENDER-04/2026: THIRD PARTY VENDING SERVICES FOR A PERIOD OF THREE (3) YEARS, should be placed in the tender box, at the Langeberg Municipal Office, 28 Main Road, Ashton, not later than 12:00 on 30 APRIL 2026 when the Bids will be opened in public. Late, faxed 
or e-mailed tenders will not be considered.

This will be a 2 Envelope Competitive bidding process, comprising of a Technical Evaluation process and Price Evaluation process. Two separate envelopes must be submitted, clearly marked “Technical Evaluation” and “Price Evaluation”; and should contain the documentation required for the respective evaluation process.
The municipality will at first, only open the envelope marked as “Technical Evaluation” and evaluate all the Technical Evaluation bid documentation received in terms of the Technical Evaluation Criteria. Bidders scoring less than 70-points out of 100- points in respective of “Technical Evaluation” will be regarded as submitting a non-responsive tender and will be 
disqualified.

The Price Evaluation documentation for all responsive tenders for bidders that scored 70-points or more for Technical Evaluation, will only be opened and evaluated in terms of the Price criteria.

PLEASE NOTE:
The official Bid document must be fully completed in black ink, all pages must be submitted and the document should preferably be bound. 
The Langeberg Municipality may appoint “reserve bidders” and award the bid to the second- or third-ranked bidder during the adjudication stage if the highest-scoring bidder fails to perform during contract execution.
Supporting documents must be submitted separately and must be stapled or bound.
The lowest, or any tender, will not necessarily be accepted and council reserves the right to accept any tender. 

Tenders will be evaluated according to the Council’s Supply Chain Management Policy and the 80/20 Preference Point system. The Supply Chain Management Policy can be viewed at Municipal Offices or www.langeberg.gov.za

A COMPULSORY CLARIFICATION MEETING WILL BE HELD ON 08 APRIL 2026, AT 11H00, AT THE ROBERTSON MUNICIPAL OFFICE, 52 CHURCH STREET, CAUCUS ROOM 1, ROBERTSON,PERSONS ARRIVING LATER THAN 11H05 WILL NOT BE ALLOWED INTO THE MEETING.

Tenderers must be registered with the CIDB in a class of construction works and have a grading designation equal to or higher than that determined in accordance with the sum tendered or a value determined in accordance with regulation 25 (7A) of the Construction Industry Development Regulations, 2004. It is estimated that tenderers will need a grading designation of 6CE/6ME OR HIGHER,

NOTICE IN TERMS OF SECTION 116(3) OF THE LOCAL GOVERNMENT: MUNICIPAL FINANCE MANAGEMENT ACT, 2003 (ACT 56 OF 2003) FOR THE PROPOSED AMENDMENT OF THE EXISTING AGREEMENTS WITH THE FOLLOWING SUPPLIER:

  • TELKOM SA SOC LTD

Notice is hereby given in terms of Section 116 (3) (a) and (b) of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003) that it is the intention of Langeberg Municipality to amend the existing contract:

  •        TELKOM SA SOC LTD

The proposed amendment of the contract is to provide for the extension of the services and support for the following periods:

  •       TELKOM SA SOC LTD - TENDER 56/2022: PROVISION OF DEDICATED ACCESS POINT NETWORK (APN) SERVICES UNTIL 31 MARCH 2027

Notice is hereby further given in terms of Section 21 and 21A of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000) that the local community and affected parties are invited to submit comments or representations on the proposed amendment of the agreement. Such comments or representations must be submitted by not later than Friday, 27 MARCH 2026 at 12:00.

Comments or representations must be submitted in a sealed envelope clearly endorsed “COMMENTS ON NOTICE OF AMENDMENT OF EXISITING AGREEMENTS: “TENDER 56/2022: PROVISION OF DEDICATED ACCESS POINT NETWORK (APN) SERVICES UNTIL 31 MARCH 2027” and be deposited in the tender box.
