Access to adequate housing is a fundamental human right enshrined in the Constitution of the Republic of South Africa, 1996. Section 26(1) of the Constitution provides that "everyone has the right to have access to adequate housing", and Section 26(2) compels the state to "take reasonable legislative and other measures, within its available resources, to achieve the progressive realisation of this right."

In line with this constitutional obligation, Langeberg Municipality acknowledges its role in facilitating access to adequate housing within the broader context of cooperative governance. Although the provision of housing is primarily a National and Provincial competency, the municipality plays a critical role in supporting housing delivery through planning, land identification, infrastructure provision, and the promotion of integrated human settlements.

Langeberg Municipality is committed in addressing the housing needs of its residents by working collaboratively with relevant stakeholders and aligning its housing strategies with national and provincial frameworks. It also reflects the municipality's role in promoting sustainable human settlements that are spatially just, socially inclusive, economically viable, and environmentally resilient.

As part of this commitment, Langeberg Municipality continues to maintain and update its Housing Demand Database, which as of 30 June 2025, recorded 13,887 applicants in need of housing opportunities. This demand informs our planning and underlines the urgency of accelerating the delivery of well-located, dignified, and affordable housing options.


GOVERNMENT HOUSING SUBSIDY OPTIONS:

HELP ME BUY A HOME: FLISP PROJECT

The First Home Finance / FLISP programme is a housing subsidy for first-time home buyers to assist with purchasing a home.  If your household income is between R3 501 to R22 000 per month, and you meet all the qualifying criteria, you may use this subsidy to purchase your first home. 

This subsidy can be used to :

  • Buy an existing house / apartment. 
  • Buy a serviced residential site (i.e. plot with access to basic services - Applicants must be registered on the Western Cape Housing Demand Database).
  • Build a house on serviced residential site, if the site was not acquired through a government housing subsidy in the past. Note that your builder must be registered with the National Home Builders Registration Council (NHBRC) to ensure building and safety standards.

SQUATTING DOES NOT EARN YOU A HOUSING OPPORTUNITY

It is important to note that illegal land occupation or land invasion does not entitle any individual to a housing opportunity. The current housing backlog within Langeberg Municipality stands at 13,887 applicants and continues to grow daily.

The municipality allocates housing in accordance with its Housing Allocation and Selection Policy, which is designed to ensure a fair, transparent, and needs-based process. Only individuals who are officially registered on the Western Cape Housing Demand Database will be considered for housing opportunities. Occupying land unlawfully will not result in prioritisation over individuals who have applied through the correct legal channels.

In line with national regulations, priority is given to the elderly (60 years and older), persons with disabilities, and military veterans during the allocation process.

Furthermore, Langeberg Municipality has obtained approved court interdicts on specific municipal-owned land, which legally empowers the municipality to evict unlawful occupants and demolish any illegal structures erected on these sites. These measures are necessary to protect municipal land from unlawful occupation and to support the municipality’s long-term planning and service delivery objectives.

Residents in need of housing are encouraged to visit their nearest municipal housing office to complete an official housing application form or download the WCG APP, create your profile and access housing services to register or update your information on the housing needs database.

Law Enforcement

Law Enforcement Officers play a crucial role in maintaining order and safety in our communities.

In the Langeberg municipal area, there are six Law Enforcement Officers who are responsible for enforcing the Langeberg Municipality’s by-laws. These officers work tirelessly to ensure that citizens are abiding to by-laws and regulations put in place to ensure effective service delivery and cooperative communities.

Law Enforcement Officers also work closely with different government organizations, such the South African Police Service. By collaborating with other organizations, they can effectively address issues related to crime and public safety.

Our by-laws provide procedures, methods and practices to regulate issues around

  • Selling liquor,
  • Informal trading,
  • Municipal land use planning,
  • Integrated zoning scheme like operating a business in a residential area,
  • Supply of electricity,
  • Supply of irrigation water,
  • Use of sewerage and sanitation services,
  • Utilization of streets,
  • Noise complaints,
  • Keeping of animals,
  • Pound use,
  • Control of cemeteries,
  • Hosting of events,
  • Use of public amenities,
  • and the preservation of the environment like air quality and
  • Integrated waste management to mention a few.

The top complaints reported to Law Enforcement Officers is about Illegal Hawkers. These are people who sell goods on the street without a permit, which is against the law.

Law enforcement officers have the power to confiscate goods, issue compliance notices and fines, and shut down illegal operations where by-laws are infringed upon.

Their functions and responsibilities are varied, and they must have certain requirements and skills to effectively serve their communities. Their functions and responsibilities include maintaining safety and security through the application of laid-down policing, protection, and rescue procedures, attending to processes aimed at ensuring compliance with laws, by-laws, and regulations. Law Enforcement Officers also attend to documentation and notification procedures, serving of summons, compliance orders, executing warrants of arrest, and preparing statements. They undertake specific activities during disasters and emergency situations, complete specific reports, statutory documentation, and registers, and attend to the application of specific maintenance sequences with respect to equipment and vehicles. It is important for law enforcement officers to keep abreast of the latest legislative changes, developments, and emerging trends in the profession to effectively serve their communities.

Load Shedding

The Load shedding status can change at any time, we urge residents to use the following steps to determine when load shedding may occur in their area.

STEP 1. Determine the stage of load shedding, by listening to the radio, news or frequently visiting the Eskom website: http://loadshedding.eskom.co.za/ 

STEP 2. Download the full Eskom  Load-shedding Schedule for Langeberg Municipality (Stage 1-8) , to determine the times that your area will be affected.
