NOTICE IN TERMS OF SECTION 116(3) OF THE LOCAL GOVERNMENT: MUNICIPAL FINANCE MANAGEMENT ACT, 2003 (ACT 56 OF 2003) FOR THE PROPOSED AMENDMENT OF THE EXISTING AGREEMENT: 

Notice is hereby given in terms of Section 116 (3) (a) and (b) of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003) that it is the intention of the Langeberg Municipality to extend the following existing contract:

Notice is hereby further given in terms of Section 21 and 21A of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000) that the local community and affected parties are invited to submit comments or representations on the proposed amendment of the contract. Such comments or representations must be submitted by not later than the 18 June 2025 at 12:00. 

Comments or representations must be submitted in a sealed envelope clearly endorsed “COMMENTS ON NOTICE OF AMENDMENT OF EXISITING CONTRACT and be physically deposited in the tender box, at the Langeberg Municipal Offices, 28 Main Road, Ashton, 6715.

Any person who cannot write may come during office hours to 28 Main Road, Ashton 6715 where Mr U Nakasa (Manager Revenue Services) of the municipality will assist that person to transcribe that person’s comments or representations.

No faxed or email comments will be considered.

Tenders are hereby requested for the PROVISION OF ACCOUNTING SERVICES, FOR A PERIOD OF THREE (3) YEARS, LANGEBERG MUNICIPALITY as specified in the bid document.

Completed Bids, in sealed envelopes, clearly marked “TENDER-08/2025: PROVISION OF ACCOUNTING SERVICES, FOR A PERIOD OF THREE (3) YEARS, LANGEBERG MUNICIPALITY, should be placed in the tender box, at the Langeberg Municipal Office, 28 Main Road, Ashton, not later than
12:00 on 20 JUNE 2025 when the Bids will be opened in public. Late, faxed or e-mailed tenders will not be considered.

This will be a 2 Envelope competitive bidding process, Comprising of a Technical Evaluation process (Functionality Evaluation) and a Price Evaluation Process (Price Evaluation). Two Separate Envelopes must be submitted, Clearly marked “Technical Evaluation” and “Price Evaluation”; and should contain the Documentation required for the Respective Evaluation Process.
The Municipality will at first, only open the Envelopes marked as “Technical Evaluation” and evaluate all the Technical Evaluation bid documentation received in terms of the Functionality Criteria. Bidders scoring less than 80 points out of the 100 points in respect of “Functionality”, will be regarded as submitting a non-responsive tender and will be disqualified.

The official Bid document must be fully completed in black ink, all pages must be submitted and the document should preferably be bound.
Supporting documents must be submitted separately and must be stapled or bound.
The lowest, or any tender, will not necessarily be accepted and council reserves the right to accept any tender. Tenders will be evaluated according to the Council’s Supply Chain Management Policy and the 80/20 Preference Point system. A COMPULSORY CLARIFICATION MEETING WILL BE HELD ON THE 03 JUNE 2025, AT 11H00, AT THE ASHTON LIBRARY 23 FAURE STREET, ASHTON, PERSONS ARRIVING LATER THAN 11H10 WILL NOT BE ALLOWED INTO THE MEETING.

The Langeberg Municipality may appoint of “reserve bidders” and the awarding of a bid to the second- or third-ranked bidder during the adjudication stage if the highest-scoring bidder fails to perform during contract execution.

Supporting documents must be submitted separately and must be stapled or bound.

The lowest, or any tender, will not necessarily be accepted and council reserves the right to accept any tender. Tenders will be evaluated according to the Council’s Supply Chain Management Policy and the 80/20 Preference Point system. It is estimated that tenderers will need a grading designation of 6CE OR HIGHER.

COMPULSORY CLARIFICATION MEETING:

A COMPULSORY CLARIFICATION MEETING WILL BE HELD ON THE 04 JUNE 2025 AT - 10H00, AT THE MUNICIPAL LIBRARY, 23 FAURE STREET, ASHTON. NO LATE COMERS WILL BE ADMITTED AFTER 10H05.
